Bolzano holds high-level conference to review progress of the Recovery and Resilience Plan

The Free University of Bolzano, in collaboration with the Municipality of Bolzano, organized a key conference on 20 September 2024, titled "Next Generation EU and the Legal and Governance Challenges of the Italian Recovery and Resilience Plan." 

The event aimed to highlight the tangible results achieved in the city of Bolzano, thanks to the Recovery and Resilience Plan (PNRR). Among the outcomes discussed were the enhancement of essential services such as the construction of new schools, repairs to water pipes and infrastructure, the addition of new buses, motorway upgrades, and the expansion of university doctoral programs and research opportunities.

The conference featured a distinguished group of experts, primarily law professors from Italian and foreign universities. These academic voices played a central role in dissecting the legal and governance challenges tied to the implementation of Next Generation EU (NGEU) and the PNRR.

A central figure in the conference was the Mayor of Bolzano, who, along with representatives from the Province of South Tyrol, explained how these developments have directly benefited students and citizens. They emphasized the importance of services provided through the Recovery Plan, which are not only improving the quality of life but also driving long-term growth in the region.

The conference brought together experts and institutional representatives to explore the broader challenges and opportunities presented by the new European economic governance and the implementation of the PNRR.

Through five thematic sessions, participants delved into topics such as new governance tools, sectoral policies, the collaboration between the European Commission and the national government, and the role of companies and local institutions—particularly in South Tyrol/Alto Adige. The potential for public-private partnerships to maximize PNRR funds was a key theme, with firms like Sparkasse Bank, SASA (public transportation), Autobrennero (motorways), and the local Chamber of Commerce actively participating in the discussions. The Session was chaired by the director of the main local newspaper, Alto Adige.

Government officials responsible for allocating funds were also present, underlining the importance of continuous investment to ensure the successful realization of the PNRR’s objectives.

Afternoon workshops provided an opportunity for deeper insights into how European policies could be better implemented, offering a platform for the exchange of innovative ideas and replicable models of development. The event concluded with a comprehensive session summarizing the day’s discussions and promoting forward-looking solutions for the future of Europe.

The scientific organization of the event was led by Prof.ssa Stefania Baroncelli (Free University of Bolzano), Prof. Federico Fabbrini (Dublin City University), and Dott.ssa Orsolya Farkas (Free University of Bolzano).
